Among the provisions the committee had approved and included in the working draft was the 10 percent opt-in provision. The provision says that a petition from only 10 percent of a geographical area's registered voters is needed for the area to be included in the Bangsamoro entity, provided that the area was contiguous with the Bangsamoro core territories.

10%? these is too oppressive and somehow divest the rights of the majority,
unsa na man diay ni karon minority rules?. This provision should be omitted and abolished.

mao ra man unta ni ilang coverage.

House Minority Leader Ronaldo Zamora said he was “shocked” by the reference to the Tripoli Agreement in the amended version of the BBL, which implied the provinces that voted against joining the ARMM in past plebiscites could still be subject to future petitions for a plebiscite to join the new Bangsamoro region.

The House committee deliberated on the Palace version of the bill, chosen during two meetings of its leaders with President Aquino in Malacañang, where those who would vote for its approval, according to news reports, were promised P50 million in pork barrel projects and P1 million in cash. The Palace has denied the alleged “quid pro quo.”
