Among the provisions the committee had approved and included in the working draft was the 10 percent opt-in provision. The provision says that a petition from only 10 percent of a geographical area's registered voters is needed for the area to be included in the Bangsamoro entity, provided that the area was contiguous with the Bangsamoro core territories.
