In a privilege speech, Cayetano said Moro Islamic Liberation Front (MILF) 118th Base Command chief
Wahid Tundok was the protector of Marwan when the suspected bomb maker was hiding in Mamasapano.
"(MILF) commander Wahid Tundok was the protector of Marwan," he said.
The senator said the indictment document from United States government, which contained electronic mail exchanges between Marwan and his brother Rahmat, revealed that
Tundok had been communicating with the Malaysian terrorist.
The document showed that Tundok had been informing Marwan of the sources of purchase of weapons and had even been telling the Malaysian terrorist to be on high alert because of the soldiers' plan to attack the area.
Cayetano said the
Philippine government knew the information but refused to believe it.

"Until now, walang sinasabi, neither from the President nor the DILG," Duterte said in a telephone call when sought out to explain a quote attributed to him by a press release where he was supposed to have appealed to President Benigno Aquino III in a forum in Ormoc City, Leyte, to consult Mindanao leaders about the renewed conflict sparked by the operation to get international terrorist Zulkifli Abdhir alias Marwan.
The operation last January 25 killed 44 Special Armed Force men, 18 Moro Islamic Liberation Front combatants, and at least five civilians in Barangay Tukanalipao in Mamasapano town of Maguindanao. This has also sparked the all-out war against the Bangsamoro Islamic Freedom Fighters, where the government has claimed killing at least 73 members of the armed group said to have been harboring Marwan in Mamasapano before he was killed.
"I just hope that maybe, the President will talk with us because there is nobody talking to us on what state are we supposed to prepare for," he added in the telephone conversation.
"What are the dangers that the eventual rejection of the BBL will bring to us?"
