Senator Alan Peter Cayetano names Marwan protector | Sun.Star

In a privilege speech, Cayetano said Moro Islamic Liberation Front (MILF) 118th Base Command chief Wahid Tundok was the protector of Marwan when the suspected bomb maker was hiding in Mamasapano.

"(MILF) commander Wahid Tundok was the protector of Marwan," he said.

The senator said the indictment document from United States government, which contained electronic mail exchanges between Marwan and his brother Rahmat, revealed that Tundok had been communicating with the Malaysian terrorist.

The document showed that Tundok had been informing Marwan of the sources of purchase of weapons and had even been telling the Malaysian terrorist to be on high alert because of the soldiers' plan to attack the area.

Cayetano said the Philippine government knew the information but refused to believe it.

The operation last January 25 killed 44 Special Armed Force men, 18 Moro Islamic Liberation Front combatants, and at least five civilians in Barangay Tukanalipao in Mamasapano town of Maguindanao. This has also sparked the all-out war against the Bangsamoro Islamic Freedom Fighters, where the government has claimed killing at least 73 members of the armed group said to have been harboring Marwan in Mamasapano before he was killed.

"I just hope that maybe, the President will talk with us because there is nobody talking to us on what state are we supposed to prepare for," he added in the telephone conversation. "What are the dangers that the eventual rejection of the BBL will bring to us?"

The SAF officer-informant said that an American known as “Allan Konz” was the actual leader of the operation. At the time of the fighting in Mamasapano, Konz was at the 43rd SAF Company command post in Shariff Aguak, Maguindanao with PNP-SAF Director Napeñas. It was Konz who dictated the operation’s every move. Also with Konz at the command post were eight civilian-clad American soldiers.

A national newspaper reported on February 5 that surviving SAF elements were ordered to extricate the American troops first from the scene of the fighting. Findings:

The Chain of Command in the PNP was violated. The president, the suspended CPNP Purisima and the former director SAF Napenas kept the information to themselves and deliberately failed to inform the OIC PNP...

Conclusions:

2. The president allowed the participation of the suspended Chief Phlippine National Police (CPNP) Police Director General Alan Purisima in the planning and execution of the Oplan Exodus despite the suspension order of the Ombudsman.

3. ... While the president has the prerogative to deal directly with any of his subordinates, the act of dealing with Napenas instead of OIC-PNP Espina bypassed the established PNP Chain of Command.

4. The suspended CPNP Purisima violated the preventative suspension order issued by the Ombudsman when he participated in the planning and execution of Oplan Exodus.
