A Partial ban could work in some disciplined, rich European country, but not here in RP, and your statement is invalid. The examples are lame and it doesn't make any sense. This Senator is as dumb as a ragdoll. Her policies are even dumber. Her family has stolen Billions of taxpayer money, and She's circumventing issues like these to cover up the scandal her family is in. This proposed bill doesn't work and it never will.
Most people here in this forum do not agree with you, not because they hate the Binays but because they have a better perception of how these types of proposals fail. And some of the reasons are:

1. 80-90 percent of the firecracker users in this country are below 15. This is the only country in the world with that demographic. That's a population of more than 30 million. How can the Government handle that?
2. Since this is a partial ban, then you can still see people selling fireworks LEGALLY in the streets. Unlike, drug or firearm bans.
3. In regards to "Implementation" nga cge nimu balik-balikon, the Government cannot afford surveillances for every Firecracker vendor. They cannot afford a 24/7 monitor on every household para bantayan kung gihatag ba ni papa kang junior ang iya Kuwitis. Don't tell me naay CCTV kada balay?
4. Some of these vendors are only earning around 100-200 pesos each day from selling firecrackers, this meager amount is not enough for 3 square meals. Do you think they'll refuse sale for a 14 year old, and allow sales to drop or reduce their incomes just because of this Bill?
5. Total firework ban will likely work in RP, and has a proven record for zero casualties or incidents, but not partial bans. It has already worked in Olongapo and Davao.
