if we take a look on what happen sa japan tsunami... mostly sa first responder is not from the hit area... our country should a 24/7 standby first responder that can immediately converge into the area with in 24 hours.... opening port of entry for the main responder to come... our AFP/PNP is one entity that can act as a first responder opening all port of entries...

when it enters PAR. thats approx 2days max preparation. considering that where are an archipelago 2 days is not enough.
