The big problem I see here is that North Korea wants this to be similar to the China situation. Which will never work, seeing as the South would never want the North to have even an ounce of influence in their nation's affairs. Likewise, this looks more like a means of legitimizing a Korea where national matters are highly influenced by the North Korean communists while only South Korean matters are handled by South Koreans (And knowing the Kims, they'd probably want to even influence these in any way possible).
So this would be a no go. The only reason it worked with China is because both Macau and Hong Kong got to keep their respective governing systems (The systems that helped them flourish. It also helped that the natives of Macau and Hong Kong had their situations improve when this came to pass.)
