don't know about the legal basis. but i think it's on their flowchart in front. that you package may be inspected by the BOC officer.

yup yup.that's why i said he was quite strict.most likely intentionally looking some expensive stuffs. a good alibi for him to collect fees. especially he sees watches, earings and jewelries. that BOC officer just pops up anytime. it's not all the time naa didto. nangihanlan siguro og easy money. mao naa didto nangolekta.that's why i was surprised that day naay taga customs.from the looks pa lang daan.buwaya na kaayo tan.awon(my first impression).

i did return again. this time i took notice on the flowchart in front. on the process flowchart. sakto ra diay tru postal money order ang payment for duties. after payment. you give the money order back, then "BOC officer issues official BOC receipt", was the next step. that step was not there. no BOC official receipts was issued.gibulsa ra jud to sa mga kanahan..
corruption is really contagious. dali ra nakalearn ang mga taga philpost employees. even without any BOC officer around. ang mga taga philpost na magbuot2 og pa pay this amount at window 17. which is not right. only the BOC officer can do that. dali kaayo nakalearn cla easy money. samot walay resibo-resibo kay wala labot sa flowchart na ang taga philpost employee maoy modawat sa postal money order. kaingon cla na if the BOC officer can easily get away with it. so can we. saon nalang ning pinas.. basta makakita og easy money lagi.
Ang post office nakig competisyon sa customs ug pag ka corrupt! haha
Ka walay ayu jud aning post office oi! Hinay pa mu lihok, corrupt pa jud.
Dapat PhP 50 rana imong bayran for claiming of packages. Kung mangayo sila ug more than that, have them give you the receipt first before you give the money.

this afternoon, went there again to pickup my parcels. to my surprise. no BOC officer. but having a memo/notice posted on the wall. about compulsory payment of documentary stamp. which is 115 + 36 fee = 151 postal money equivalent at window 17.
the notice was dated April 14th.
besides paying the 50php for the postal office. you'll add now the 151. your damage is 201php instantly for your parcel.. huhuhu.. not good..
i asked them if even how tiny or small your pouch is, still the same? their answer, yes! WTF!!!
so from now on, you'll be paying an extra 201 php for your parcel.. not good.. not good at all.
its not practical anymore to buy online if added 201php .. instead able to save buying abroad.. better just buy it here locally nalang if you can find one.
I had abit of a bad day on June 3, 2014 regarding our local Philpost office. Here is my situation.
Last month, I bought two silicon rubber case for my mobile phone from China. They cost around P150 to P200. I chose the free shipping option which will take around 1 to 2 months to reach me depending on the season. When it reaches our local post office, I have to pay P50 for my item.
What really got me surprised and furious today is when my second item arrived today, I was told by my officemate who dropped by the post office to get the item for me told me he paid for the additional charge of P151 on top of the P50 normal charge. I was shocked and furious that I was charged P201. I had a order with almost the same item that arrived last week which I only paid P50 for it.
The items in question are in the picture. The left rubber case arrived last May 27 and the right rubber case arrived June 3.
I talked to our Cebu post master head and he said the additional payment is for customs. Here is the breakdown. P50 - Post office, P115 - documentary stamps, and P36 - charges. The additional P151 I paid was receipted to me as a postal money order. There was a memo stating this started effective May 28 of this year. (Please correct me if I am wrong because I was not there to read it.)
I have been ordering things online from overseas and passes it through the post office because it is cheaper. But in the future, I will just order things locally like from Manila.
I will not patronize our local post office from now on! It is now more expensive to buy from overseas than to buy within our country. So Philpost, you just lost a customer.
I would rather go for Fedex and other couriers and pay a bit more and it will reach me in about 7 days comparing it to 1 to 2 months and costing P200 or more!
My questions are why will we need to pay documentary stamps? Where will the money we pay go? Why was it implemented so sudden? Why use a postal money order to pay for customs and not pay for it and be issued a official receipt?
The real question is, if that memo or circular order from BOC posted on the wall is legit or authentic. Or was it just fabricated to make the collection "legalized". As clearly stated on the flowchart in front. There should be a BOC official receipt given after you submit your money order. But there's none.
Yes, I'm an avid online buyer too. That 50php is being considered or added to the item cost and still you can save if bought abroad. But with that additional 151. It's not that practical anymore. It would be more expensive.
Don't bother about expedited shipping bro, that's even more worse. Last time the seller shipped it via DHL. I paid around 1.5k for the tax. The tax was reasonable around 500, but the other fees 3 or more handling fees ,etc..(Customs charges, duty handling fee, import process fee and customs documentary stamps) it adds up quickly to 1.5k.. never will I go with expedited shipping ever!

update: was there this afternoon to get some parcels. the guy in charge had a grin smile when he saw me. and said, we already increased. from 40 lastime.. to just 50. 10p increase.. pero ganiha.. from 50, immediately jumped to 100php per package. even a small pouch. ouchness!!! grabe pod 100% man jud. .gi double nila..
then dugangan pa sa BOC doc stamp 151php.. maka poor..
