The posted are basic no need to know more, and beside the TS is asking what are are the things we want to do if ever kn kta ma President.     OFF T. This guy's highest scholastic achievement is learning how to read and write, nevermind his comprehension. He spends time posting defending his ego but not his stand.     1. Triple the existing Sin Tax Rate. Use the Sin Tax income to supplement the budget intended for health care and health care research and also to improve the health care facilities at the local government unit.

    2. Explore the use of alternative sources of energy. Implement it for government unit first: government offices, government personnel vehicles, etc. Test and evaluate. Check the Cost Benefit Analysis. Modify weaknesses if necessary. Expand its use if possible. Do not rush its expansion if not necessary. Income generated from Big Oil still matters. Just create a solid groundwork for its use.

    3. Put an end to handouts or “cash gifts” of all kind, e.g. government employee cash gifts, senior citizen cash gifts, etc. Channel the fund to improve social security. Channel cash gifts for government employees to more sustainable projects, e.g. low-cost housing, scholarships for dependents and improved health care plan.

    4. Work with the biggest of the big business and the richest of the rich people in the country to improve educational system. Offer reasonable tax breaks. Improve and add school facilities. Re-evaluate present teaching and non-teaching personnel. Implement salary increase for teachers based on merit and not seniority or length of service. Work with education department on “catch-up” plan for teachers evaluated to be under par.

    5. Offer reduced sentence (not pardon, never pardon) for politicians convicted of graft and corruption in exchange for returning whatever amount they stole. % of years reduced should be proportional to the % of money they stole.

    6. Assign a taskforce to evaluate the nonviolent offenders in our prison systems. Release them on parole (based on certain requirements such as good behavior, consistent no rules broken, etc.) Offer reduced sentence in exchange for community service and then be done with them.

    7. Re-evaluate the age qualification for government posts. This country is being run by old men and look where it got us. Time to give the younger generation a chance.

    8. Prohibit all lump-sum disbursements for members of congress and the senate. Create a taskforce to evaluate and re-evaluate all line projects in the budget, e.g. roads and bridges going to nowhere, etc.

    9. Work with the local government unit on how to improve the traffic system for every major cities. Explore options that do not cost a lot of money. Explore manpower intervention and strong enforcement of rules to ease traffic instead of investing billions. Only explore road widening for the most urgent area.

    Let me comment:
    1. Tripling sin tax rate would reduce its revenue, not increase it. Therefore it will fall short as a supplemental budget for health care. Its unintended consequence would be increase smuggling and underground market which put average consumers at the mercy of underground merchants. Review Prohibition of Alcohol in Chicago USA.
    2. Its a waste of resources for government to actively seek its own alternative sources of energy. Cost benefit analysis can be done on Germany's example, where government plays an active role in establishing renewable resources of energy. Economists there analyzed that the price for energy has gone up so high to finance low yielding energy sources. And the price will continue to significantly rise in the next decade so much so that it will grab a huge chunk on average citizens budget. Decreased purchasing power will have deep ramifications, yet unforeseen by any economist.
    3. The first part is good. The succeeding parts i disagree. Social security is nothing more than government sponsored pyramid scam.
    4. Sounds good, but unrealistic. Government-prIvate partnership would only yield monopoly andnfavored businesses. As for quality of education, competition would do far better results than any government planning. The reason why we have lousy educational system is that we dont have much competition in our schools. Basically, we have different schools whose contents in teaching are dictated by a central government agency.
    5. Creative. Yet, this does not really answer the problem of corruption. It only appears to be addressing the problem. This is giving a chance for corrupt politicians to escape their criminal liability. And as a matter of consistency, this should apply to thefts and robberies as well?
    6. This is actually doable. Good one, as an initial step.
    7. Too trivial.
    8. We already have a taskforce, that would be Congress. And COA to audit it afterwards.
    9. Traffic issues should never be tackled by a President. Its a local issue. Economize your time on national concerns.

    Mura ra kag niingon, kung na answeran lang tanan ug sakto, perfect unta. Walay anghel sa atong kalibutan. Ang tanan tao sa gobyerno, naa na silay ilang kaugalingong tumong. Ang mga tao ilang ibutang sa pwesto dili subay kung kinsay makapalambo sa nasud, o kinsay limpyo, kundi kinsay makatabang nila sa ilang tumong. Government people always act with political clout. We should realize that they are just the same as us, who will function on what will profit them most. For me, its hopeless to find all the right people. We should change our system that limits the power of government and reduce its size. That would be a good start.
