I wonder if anyone noticed that there's only 1 government project in Cebu (Mactan International Airport renovation) and it's only proposed. I don't know if BRT is even real nor I don't know if it's really a government project.

As per the constitution article II section 1.

Section 1. The Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them.
1987 CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES - CHAN ROBLES VIRTUAL LAW LIBRARY

Cebu was always a part of the Philippines as a country quite different with the
situation between Scotland and the UK. Scotland already exist as a country before actually a kingdom in the medieval times
    and affiliated itself with England.

The Kingdom of Scotland emerged as an independent sovereign state in the Early Middle Ages and continued to exist until 1707. Having entered into a personal union with the kingdoms of England and Ireland following James VI's succession to the English and Irish thrones in 1603, Scotland subsequently entered into a political union with England on 1 May 1707 to create a single Kingdom of Great Britain.[19][20] This union resulted from the Treaty of Union agreed in 1706 and enacted by the twin Acts of Union passed by the Parliaments of both countries, despite popular opposition and anti-union riots in Edinburgh, Glasgow, and elsewhere.[21][22] Great Britain itself subsequently entered into a political union with Ireland on 1 January 1801 to create the United Kingdom of Great Britain and Ireland.

Scotland's legal system has remained separate from those of England and Wales and Northern Ireland, and Scotland constitutes a distinct jurisdiction in public and private law.[23] The continued existence of legal, educational and religious institutions distinct from those in the remainder of the UK have all contributed to the continuation of Scottish culture and national identity since the 1707 union.[24] In 1999, a devolved legislature, the Scottish Parliament, was reconvened with authority over many areas of home affairs following a referendum in 1997. In May 2011, the Scottish National Party won an overall majority in the Scottish Parliament. As a result, a referendum on independence will take place on 18 September 2014.[25][26]

Sorry for the wiki, I don't have access to viable history books,
but I think the accounts mentioned is correct.

    Wrong ni bro..

it is the other way around. Cebu was always Cebu for that matter.. there were scattered and different tribes along the river Maynilad before there was even was an idea of a country that was to be your Philippines.

pero sa mga nanghitabo karon, and the people just became meek they allowed it, sunk in silent objection, tanan gi control sa Manila.

Mao ra nay akong point ani. We all have different thoughts on this. Manila is, and will never be my master. Kamo lang..

Please refrain from talking about sovereignty, the rest of the Philippines is colonized by Manila.

Then we should make a charter change first as not to make the very foundation law of the land loughable.
But in the other sense,we should be united as a country binded by the laws, not attaining so would create chaos and anarchy.
So is it okay that we would resort back from where we once before divided with different tribes?.
We do have representatives in the government, we can demand what we need, let them do their job, if we have greivances then let them relay and it should be addressed, if of course the government sees the importance of unifying the nation.

Eventhough, masters will be there if we could get separation, do you think that we would get better
managed totally by our local leaders? we do have political issues here in Cebu as well.

Manila will never allow that..the only charter changes they will have are those most favorable to them.

Never was, never will be this country truly united.

I am for secession.. the least acceptable is removal of Imperial Manila. A Federal form might alleviate some issues.. otherwise, I am for total breakup of this country.

Ultimo pagkuha ug passport, manghigda sa kalsada ug gabiing dako para lang sa priority number? Unsa man ni.. Africa?

As the Philippines is concerned, there is nothing we can speak of as "we".. for there is no "we". Manila government thinks of them as colonizers, they impose their laws, what they think is applicable to them, is applicable to the rest.
