I've lived in Manila (13yrs), Cebu (9yrs) and Davao (currently). All i can say is this Davao is the most conservative among the 3 major cities in the country due to the fact that the cities' population is evenly comprised of almost ALL ethnicities whether it be christians, moros and indegenous groups. With that said Mr. Bautista failed to understand that, a misunderstanding from a person belonging to particular ethnic group may trigger chaos especially in a crowd. His jokes may fly in Cebu and Manila who are predominantly christians but in Davao it's a different story. I think the persona non grata is just too much considering he already asked for apology. But he was lucky he was able to get out of the city unscathe knowing the sensitivity of the people here.

I wouldn't say wala sila'y alam sa law, it's the diplomatic term persona non grata is being misused. I don't think you can have a PNG as a by-law cuz it only used for dealing with foreign diplomats.
