read carefully.. i said "in terms of english speaking population" its the same as saying "the number of people knows to speak english", you are just confuse of the word "population" thinking the whole country population, when i specifically said "english speaking population".

na unsa naman ning mga tao karon, nagka deteriorate naman sad ang utok
how can you assume that 50% of Pinoy knows english ? eh most if not many of our books, signs, music, references, website we visit etc is english and the fact that english is one of our official language. Im pretty sure 9 of 10 pinoy can understand what an american would ask them.

Accepted fact naman na 3rd largest english speaking country ang Philippines i can hear that from CNN and BBC.

Ikaw ra man ang deteriorated ang utok, thinking that "largest english speaking population" automatically translate to english proficient population lain pud na ranking

    The World <--link
The US, UK and Philippines are exempted on that ranking hehehe you can formulate your own stupid conclusion na deteriorated pud ang utok sa naghimo ana na ranking.
