If I remember correctly, painting/restoring your original plate no matter how good your intentions are is considered tampering by the LTO

Like what the others suggested, better apply for an "Authorization to use Improvised Plate" at the LTO

It will also depend on how bad your Plate is right now. usually the LTO won't issue Authorizations unless your plate is really in bad shape.
