how to check when the vehicle was first registered?

So here is my story- i am planning to buy a surplus vehicle and then i heard about the EO 156. it states that all surplus vehicle are banned from our country... however, those cars which were first registered in LTO before 2007 are ecxempted since the law wasnt yet in effect during that time... I just want to make certain that the vehicle i buy is street legal to avoid future headaches and waste of money...hehe please help me!
