How to check/make sure when the car was first registered?^^

Good day, Im planning to buy a surplus car and I am A little bit worried about the recent ban by LTO on surplus cars...However, used imported cars that were registered in the country before 2007 are excempted. Thus, i just have to make sure that i buy a surplus car that came into the country before that year... any inputs?^^
