i think its both.

if the student failm then there a lot of factors. but if there are a lot of students failing the class, then there's must be something wrong with the teacher.

if your a student, you should evaluate yourself...you should know your capacities and your lacking...kasagaran biya kung mahagbong, ang i-blame ang teacher not knowing ang student ang sad-an....

It can be both.

That is why Magna Carta for student allow students to evaluate their adviser cause it is possible that an adviser have a share as to why student get low grades.

Not the case that students are the cause.
