    Citizenry participation,
    organize locality crime watch.
Neighborhood watch - Wikipedia, the free encyclopedia

It should be interconnected and should have effective communication,
    to create an efficient dragnet.

    2) Back riders should use open face helmet.
    3) constant randaom checkpoints.

    Whats your suggestions.

    1. Bawal na ang mga motorcycle sa road.
    - that way, wala nay pwerte ka daghan nga accidente sa karsada brought about by those irresponsible drivers, pataka lang overtake, magpatara pa diha sa pedestrian lane mobutang sa ilang kaugalingon.. Pwesto ba diay na sa mga motor ang pedestrian lane?

    - dili na mamalit ug helmet, para makasave, instead magcommute, it will be good para sa bulsa sa mga driver, para daghan madala para sa ilang pamilya.

    perfect solutions..

    1. private skyway for motor vehicles (sounds silly.ehe)
    2. curfew hours for motor vehicles
    3. police and nbi clearances for motor owners
    4. banned all motor vehicles and close down all retailers
(ang motortrade mahimo nag Biketrade) convert all motor vehicles into bicycle.hehe
    5. install hi-resolution CCTV's throughout the city and also to barangay levels (bad elements will minimize their activities because they notice the surveillance camera's around them) ; also can traced the plate numbers for those who commit crimes using motor vehicles..

hope this can be made a motion to the city hall to be implemented as soon as possible.. hehe ( ako ingnon akung papa ani na si Mike Rama..)

Police visibility, Random checkpoint and Intensify Intelligence network I think will minimize riding in tandem crimes though will not totally eradicate it.

Old solutions will not work. You need big data to fix this problem. Each motorcycle should be trackable by installing a tracking chip on it. It should only have an error of around 10 meters or less when tracking them. It won't be able to relay it's location in real time but it will help pinpoint the number of motorcycles in that certain area so it can be correlated to what happened at that specified time.

Untrackable motorcycles or those that don't have the chip activated will not be allowed to roam the streets and must be fined. Even if the motorcycle is not in use the tracking chip will use minimal battery power hence ensuring that it will always relay its location to the central station/server.

It is possible to know a motorcycle has turned off its tracking chip since these chips send continuous pings similar to a hearbeat of a server to the database where it is stored. A delay in the transmission of the ping/heartbeat will send an alert to the authorities for a corresponding fine or may even lead to the arrest should the motorcycle be used in the act of committing a crime.

I think there is already similar technology in cars but I am not sure what it is specifically.

CCTV can help but these perpetrators usually wear helmets hence it would defeat the purpose of buying a purpose built CCTV that has facial recognition capability.
