    I could not define what revolutionary government Duterte wants thus I can only presume the following based on his statements:

    - change the government to federalism

    • there will be two levels of government -- national and regional -- each possesses certain assigned powers and functions where under laws they cannot intervene with each other
    • regional government is autonomous
      • can impose and use tax of its own purpose; national government will have less revenue sharing
      • can make laws of its own different from each regional governments
      • can make use of its own resources

    ADVANTAGES:

    • Federal unity but local governments handle local problems
    • Local government/officials have to be responsive to people who elect them
    • Central government can devote more time and energy to national and international problems
    • More opportunities for participation in decision-making


    DISADVANTAGES:

    • Duplication of services
    • Citizens living in different parts of the country will be treated differently, not only in spending programs, such as welfare, but in legal systems that assign in different places different penalties to similar offenses or that differentially enforce civil rights laws
    • Disputes over power/national supremacy versus state's rights
    • International relations – states may pass laws that counter national policy


    • more cons
      • will cause divisiveness and make the country more fragmented
      • greedy politicians and local oligarchs will still be in power
      • will create chaos on how to divide the country into regional governments; greedy politicians and powerful people would want more power and resources
      • no assurance to end rebellion against the government
      • no assurance to be successful especially the culture of the Filipinos
      • if not successful, it will be difficult to change back to democratic/centralized form of government


    - abolition of the government including all agencies, corporations, departments
    - abolition of congress
    - capital and primary seat of the government will be in Davao ?

    * He supported RH law, FOI bill and proposed for anti-cybercrime law amendments. His advocacies: Presyo, Trabaho, Kita (PTK), anti-corruption, fighting poll fraud, education (though he disagreed on the approach of k-12 educ. system but not the totality), and children's rights.
