The school is actually open. It's been running for around 3 years na. They follow the Singapore curriculum, especially for maths and science. I think they're already a part of the Cambridge international systems and are working on other international accreditations and affiliations. Their materials come all the way from Singapore, and regularly, they have Singapore administrators checking them out. I think last summer head teachers went to Singapore for training and more input on their educational system.
They also have a sister school in Manila owned by the sister of Kuya Kim. This one in Cebu is a franchise of that.

Your grandfather was right...well, years ago when educators and educationists were oblivious that learners learn solely by verbal transfer of information. Nowadays, teachers are taught that "all children can learn" provided you can determine what type of learner the child is.
To state that public schools always win academic contests is misleading. As an alumnus of the top public high school (during our year), I can't say that it's all about public education. For all you know, the exams could be rigged. Public and Private schools are taking up the NAT and the NCAE which are made and given by the public sector.
Although I agree with your last point. Family and environment (genetics as well) does affect greatly the behavior of the child. Behavior then affects the metabolism of knowledge into intelligence.
According to the 2007 Education Index Singapore is at #53 and Philippines at #71 . In books and some articles that I've read Singapore is more concentrated on Math, then Science and English. Here it says that citizenship is the core of their training. Funny because that's where we should be geared towards. According to our constitution, citizenship should be the aim of our educational system.
The Singapore School in Cebu may be the only school in Cebu to adopt "fully" the curriculum in Singapore, but I know Bob Hughes Christian Academy has been using the School of Tomorrow curriculum derived from Singapore and St. Ignatius de Loyala Preparatory School has been using books from Singapore.
It all goes down to asking yourselves.. "What is your goal in education?" To ace the government given paper and pen tests, the curriculum given by DepEd (BEC or K-12) should be your best bet. If it's for globalization and employment abroad, then it's good to adapt an international curriculum. Regardless, each country have their own priorities.
To sum it up, it's like drinking tea. You can go to a posh tea place for that or you could buy it cheap from the grocery. Each has its own perks. But then again, is it your cup of tea?
