    FYI there was already a project for nationwide internet named national broadband the bidders for the projects included companies from the US, philippines and China. China won. This would later become the NBN-ZTE controversy which unfortunately was mired by corruption.

    There are many angles why that deal went south but the truth is that the americans would not allow chinese to provide the communications infrastructure as the chinese would be able to track and intercept data including confidential data since the americans already have an existing listening post here in the philippines.

    That drama that unfolded in the tv airwaves was just a ruse.

    It is clear that he violated CSC memorandum number 17 series of 2009 which prohibits smoking in ALL government premises unless in open spaces designated as "Smoking Area". This negate the statement of the CSC head, which is:
