No security systems if foolproof. Even CCTV cannot protect the establishment all the time. But as its purpose, it may act as a crime deterrent. Perpetrators will be having a hard time or second thoughts in doing a crime if a certain establishment have CCTVs. Nowadays, CCTVs also helped during the investigation of a case as well as public awareness.
For NAIA terminal 3, they actually have CCTVs but not in working condition. No replacement has been done due to a pending case on one of their contractors. But for me this is not acceptable wherein safety of the public, guests and tourists is one of the main concern and priority of the airport.
