It depends on how you use it.

Philippines means the country, while Philippine is used to refer something which is owned by Philippines.

example of this:

The Philippine consulate office is located at mcClee Ave.
The Philippines was under martial law.

The 1st sentence is talking about the consulate office which is property of the Philippines while on the 2nd sentence the subject itself is the Philippines which is the country.
