    This thread's title is a bit of a dumb generalization, or misinformed at the very least.

    It should be noted that a lot of the looting incidents were carried out by armed groups and criminal elements within Tacloban. They've been a problem for a good long while, and the Typhoon only helped make it easier for them.

    It still doesn't help that folks in desperate need of supplies for their towns would also join these groups, especially since aid did not reach them on time and a number of places in Samar still need help.

    then a question comes to mind are they worthed to be called as such...
