While our country is trying to NOT admit fault in the midst of saving face, we must arrive at a satisfactory solution that with which both governments can live . This has become a gov't-to-gov't issue, hence it must be resolved at that level. Satisfying the "demands" of the victims should have been sufficiently covered by what Mayor Estrada did.
