as mentioned over and over again, Red Cross follows international rules. they will and will never allow to hand over their goods to LGU.

Murag dili mahitabo nga e turn over tanan relief goods sa LGU from RC, mas maayo pa siguro wala nalang mo adto ang taga Red Cross sa Maribojoc aron si Mayor ra ang mo atiman sa iyang mga tao.

Adto ihatag ang hinabang sa Loon, Sagbayan, Clarin, Catigbi-an, Carmen, Calape kay tua didto ang pinakadaghan nagkinahanglan ug tabang like tubig, trapal, foods, clothing.

I read a newspaper article today where the Comelec warns politicians running for election to stay out of the relief efforts (and that Mayor Evasco should stay out of it as well, as he runs the risk of being charged for vote buying), and that relief efforts should be organized by the NDRRMC with the aid and supervision of the Red Cross. Opinions regarding the alleged politicking of relief efforts aside, having the NDRRMC/Red Cross take over the relief efforts sounds like a good idea to me. After all, isn't the NDRRMC the Philippine counterpart for America's FEMA? That's exactly what FEMA does, so it makes sense for the NDRRMC to take a similar role.
    its called departmentalization....

let's define NDRMC first, shall we, NDRRMC f.k.a NDCC is a council responsible for ensuring the protection and welfare of the people during disasters or emergencies, council members are -

Secretary of the Department of Health
Secretary of the Department of Environment and Natural Resources
Secretary of the Department of Agriculture
Secretary of the Department of Education
Secretary of the Department of Energy
Secretary of the Department of Finance
Secretary of the Department of Trade and Industry
Secretary of the Department of Transportation and Communication
Secretary of the Department of Budget and Management
Secretary of the Department of Public Works and Highways
Secretary of the Department of Foreign Affairs
Secretary of the Department of Justice
Secretary of the Department of Labor and Employment
Secretary of the Department of Tourism
    The Executive Secretary;
Secretary of the Office of the Presidential Adviser on the Peace Process
    Chairman, Commission on Higher Education
Chief of Staff, Armed Forces of the Philippines
    Chief, Philippine National Police
    The Press Secretary
Secretary-General of the Philippine Red Cross
Commissioner of the National Anti-Poverty Commission - Victims of Disasters and Calamities Sector
Chairperson, National Commission on the Role of Filipino Women
Chairman, Housing and Urban Development Coordinating Council
Executive-Director of the Climate Change Office of the Climate Change Commission
    President, Government Service Insurance System
    President, Social Security System
    President, Philippine Health Insurance Corporation;
President of the Union of Local Authorities of the Philippines
President of the League of Provinces in the Philippines
President of the League of Municipalities in the Philippines
President of the League of Cities in the Philippines
President of the Liga ng Mga Barangay
    Four representatives from the CSOs
One (1) representative from the Private Sector
    Administrator of the OCD

take you pick on which you think should be incharge of relief operation...

    Bureaucracy 101

due to bureaucracy, members of the council that are incharge of such task delegates it to their LGU counterparts, and LGU will manage and does the operation... the national dept is just simply delegating it.

on national level NDRRMC concern is to get the relief to the LGU and LGU's job is to dissemenate it properly... hence the centralize relief operation means is for LGU level and not on national level... you just misunderstood the definition....you have to tracked and log everything and properly so it can be EVENLY distributed...

who is more familiar on their localites other than the local itself...

what the LGU of maribojoc did is just simply protocol and installing order... thought the action of mayor is not....

giving the task solely to the national govt is simply stupid... period... we are not a socialist country last time ive checked...

in disaster operation management.... mobilization is a big factor as to why some help are delayed... some equipment, transportation can only be transported via land and if that structures are obstracted that will cause some major delays... bridges is always and will always be a vital points in fast mobilization... even in times of war... its the supply line...
