You know, the idea that the Catholic Church is insanely rich is one of the biggest misconceptions around. Anyone with an understanding of economics and intstitution finances would be able to tell you that while the church has lots of valuable assets, those assets are mostly non-liquid (traditional artifacts, art, infrastructure, etc.) and that they have very little actual money when considering an organization of the size of the Catholic church. They often operate in the red, in fact. As for why they don't just sell it all and give the money to the poor, it's because they're thinking of long term economics: selling it all off would gain them lots of money for charitable works, etc, true, but that money would be quickly depleted and they'd have very little afterwards. On the other hand, keeping all the trappings and non-liquidatable assets actually earns the church some money, which allows them to fund charitable works on the long term. So long story short, the Vatican actually helps more people by keebing it's "wealth".

@DEMONOCIETY: See my reply above; part of it is relevant to your statements. Regarding the hospital and other infrastructure in need of repairs, where was it said that those wouldn't be taken care of, too? Of course funding will be made available for those repairs as well. There's no reason why both the regular infrastructure and the cultural heritage infrastructures can't be taken care of at the same time. It wouldn't do for the roads, bridges and hospitals to be repaired only for Bohol to slowly bleed away from a reduced economy. Bohol's major industry is tourism, which makes the loss of so many historic churches disastrous. This reality is the reason why talk of funding the reconstruction is even happening in the first place -- the government, especially Bohol's local gov't, knows just how important the churches are to the province's economy.

Gi news diay na govt mo funding sa mga churches nga na guba sa cebu and bohol?
Sa mga haters, its true na there is a separation of the church and the state,
however in this case, the govt has to step in to protect its interest as well.
govt interest because the churches damaged are heritage sites and has great historical value of our govt as well.

As a heritage site, the govt has the mandate to protect or to restore these sites, not only churches but also other heritage sites.
It just so happen that, this time, its the churches.
