When I used to be in sales, there was this foundation called,
Mabuhay Desseret Foundation in Private where they offer
such surgery for free to the less-privilege and Vicente Sotto
Hospital also did some projects like that years ago. I am not
really sure if those institutions still do on a regular basis.

Try visiting those places TS maybe they can help you out.
