That sample is very feasible in a DEVELOPED COUNTRY.

Doctors, Engineers and other professions pay less tax while Public Teachers and other "productive middle class" are shouldering the burden. Almost 2k a month tax for 10k salary anyone? I personally don't mind "shouldering the burden for the unproductive citizens" as long as my hard earned money REALLY goes to helping those citizens and not going to someone's bank account.

Not really. I really don't mind if doctors would be exempt from paying taxes since they're providing a very useful service to the community. Engineers can't evade taxes because most of them are fully employed*. OTOH, there's this "honorable" profession that purports to defend people from so-called "injustice". With history as a best example, there was a time when those budget allocations were non-existent and nothing catastrophic happened to the philippines.

While I agree on not giving legislators too much control over the budget and getting rid of the DAP, I don't agree on getting rid of the PDAF. As what I understand, the DAP was created by the GMA administration as a "work around" for getting funds diverted on a "as needed" basis without any concrete objectives/guidelines overseeing it. PDAF, on the other hand, was created for a specific purpose to fund and develop areas under a particular politicians region being represented, the problem is that, due to loopholes, they instead use the money to "help" organizations on other regions without verifying and re-verifying the validity or the existence of the organization and following up on how or if the money was really spent on the project.

Abolishing PDAF is not going to do any help if what governs it is not changed. Another "PDAF" can and will be created. What is needed is transparency and very strict guidelines and involving, WE, the people, on giving permissions to those arseholes to use taxpayers money.

Katong pabor kaau sah PDAF I'll give you a simple consequence for your deliberate emotions that filled-up the roads demanding for PDAF's removal.

Cebu City Medical Center(CCMC) to be demolished, no budget yet for raising another CCMC structure according to both Local Government and the National Government.

For Cebu City (LGU), budget is already thinned out for maintenance for the hospital already how much more for the construction. As for the foundation of CCMC was to be self-reliant on the National Government regarding the operation of the hospital, separating itself from DOH which is National Government controlled.

Representative from both North and South districts of Cebu City lament that if PDAF was not been jolted out they could have immediate funds for the start-up phase of the construction without the natio-governments wait or should I say "delay to beg" tactics.

City or Municipal budgets are now stretched thin and is now funneling/requesting funds from the national government (pnoy), if PDAF was only around the representatives could have just release funds right away... not asking for the presidents nod.

The BAD things eclipses the GOOD things PDAF can do for the country. You cannot just say for 22 years PDAF is still in the TEST PHASE to check if its working or not. CCMC is a COLLATERAL DAMAGE which is inevitable. Yes at present you may feel the bad effects of "NO PDAF" but let's take a look at the bigger picture here and that is to lessen corruption(by not granting the lawmakers a hand in our money).

Everything else will fall in line. It's more like a storm before calm.

No point in dwelling in the past. They are OLD generation. TAKE THIS OLD PEOPLE OUT AND WHAT'S LEFT IS US "THE XYZ GEN". We are more informed than ever be because of the advent of new technology.
