I agree on using Bootstrap Framework for RWD or Responsive Web Design. Sayon ra gamiton labi na kung naa kay nindot na background sa CSS, dali ra ma catch up nimo. Ug pwede pud if naa kay DREAMWEAVER CS 6 or CC, naay Responsive Design nga template diha para imong framework, dali rapud masabtan. Daghan man nindot nga Framework para RWD, pero by far and most used nga Framework = Twitter Bootstrap gyud. Daghan mga famous nga site gagamit ani. Pero tood, bag-o paman diay ka ani.

Kani imong studihan sa first before diving into RWD.
1. Good Understanding of Basic HTML
2. Good Understanding of CSS/CSS3
3. Optional - LESS or SASS.

Daghan resources para malearn nimo ni online. Usa na dakong tabang ang Youtube. Study sa ani before ka mo dive ug Responsive Web design. If kabalo naka anang 1 and 2, pwede ako mo 1 on 1 tutorial nimo (Paid Tutorial).

Responsive web design is very complicated and you have to learn first the basic first before you start learning responsive. HTML/CSS is the first step you need to learn and learn the HTML5/CSS3 then so on....Read a lot of tutorials or videos. Yah they're right, BOOTSTRAP is the best choice when you want to learn responsive.
