    Also be reminded that both sides have been accusing each other of using Chemical Weapons for months prior to the Attack on Ghouta--and both sides have testimonies to support their claims. at the same time, it is undeniable that the Syrian goverment has chemical weapons, while the opposition is not proven to be in possession of any.

    The scope of the attack just isn't in the capacity of the rebels--It was large-scale and affected 2 opposition-controlled neighborhood 16 miles apart and surrounded by Syrian Forces supported by Hezbollah. It has been reported that the government forces have taken positions overlooking this area and have hit this area many times before from these positions. Also should be noted that the wind that day was blowing towards the east, away from the center of Damascus.

    The two projectile-weaponry(330 mm and 140 mm) used to deliver the warheads are Syrian and Russia-made. Both projectiles and their vehicle-mounted launchers have been well-documented to be in use by the government forces since the beginning of the war, but not has never been seen with Opposition forces.

    It was proven by the UN last May and the Turkish authorities who captured rebels with chemical weapons . You cannot read that in mainstream media but if you're interested, there are lots of sources you can even watch the UN investigator being interviewed last May that it was the rebels who used.

    -Definitely not Assad, he is not stupid enough to provoke the western powers especially when the UN team just arrived in Damacus.
    -The rebels that has been calling for no flyzone/airstrikes knew they cant win without intervention, especially when the tide of the battle is in Assad's favor with the assistance of Hezbollah that captured Al Qusayr and Homs.

    Anyway lets just wait for the final UN investigation result.

    How could U.N. confirm that report, when even the Turkish authorities has not confirmed those reports--in fact it was denied by the Turkish authorities (btw the original carrier of the story, Zaman News, is a aligned with PM Erdogan's ruling party) . RT jumped on the news even though they have not gotten Turkish confirmation--because it benefited Assad. Even the connection between the 12 men and the al Nusra front was just an allegation. That's why in the end, Russia stopped pursuing that end.

    Whether Assad is winning the war or not is subject to debate, but like any regime, they know how to use propaganda. Of course he's going to say they're winning. But how do you say that when you have rebel controlled areas a few miles from where your vital/essential government buildings are. You have Russia, Iran, and Hezbollah backing Assad for the past 9 months, yet the opposition forces still hold key places in the country side. As late as August, the rebels are still able to capture strategic points.

    The rebels are still able to hold offensives. For this to be happening in Syria's largest city, I would question the regime's claim that they are winning. To me its looking like a virtual stalemate.

    The team's most recent report in June cited "reasonable grounds" to believe that limited amounts of chemical weapons had been used and said that most testimony related to their alleged use by state forces.

    Also with regards to the Syrian rebels allegedly seeking to acquire sarin components, that is an indictment. There are reports that there are rebel groups who sought to acquire ingredients to make Sarin, whether they are successful or not, we don't know--but with the scope of the August 21 attacks, the amount they could have produced would not be enough--and more importantly they do not have the means to deliver the nerve agent. What we do know is that Assad does have CW and according to the nonpartisan group, Nuclear Threat Initiative, Syria has the capacity to fabricate Sarin nerve gas AND they certainly have the means to deliver their warheads.
