    Office of the Presidential Adviser on the Peace Process (OPAPP) statement:
    The Office of the Presidential Adviser on the Peace Process (OPAPP) calls for calm and sobriety amid the atrocities perpetrated since early yesterday morning in Zamboanga City by Moro National Liberation Front (MNLF) members associated with Nur Misuari.

    We pray for the safety of innocent civilians taken as hostages by these armed rebels. The government is doing its best to restore peace and order in Zamboanga City and to hold this MNLF group associated with Nur Misuari accountable for their actions.

    We condemn acts of violence perpetrated by spoilers out to derail the people’s journey to a just and lasting peace that would soon bring jobs, infrastructure programs, and quality education to the Bangsamoro people, if not the whole of Mindanao. To them we ask, how can you demand to hoist your flag in the name of peace while brazenly bearing arms and hurting innocent civilians?

    We condemn not only the armed aggression sanctioned by some leaders of the MNLF-Misuari wing, but also its malicious campaign to mislead the public and spur their members to rebel with their insinuation that the Philippine Government already terminated the Final Peace Agreement (FPA) that the MNLF led by Nur Misuari signed with the GPH in 1996.

    The Philippine government stands firm in its quest for peaceful solutions to the conflict in Mindanao through inclusive dialogue and formal peace negotiations.

    We seek the people’s support and prayers as our security forces and local governments work together to restore peace and order in Zamboanga City.

    The following are some facts on the real status of the GPH-MNLF peace process, disproving the allegations of the MNLF-Misuari group:

    1. The Philippine Government did not terminate the 1996 GPH-MNLF Final Peace Agreement. What the government intended was the completion of the almost six-year Tripartite Review Process on the implementation of the 1996 FPA, to pave the way for the Agreement's full implementation.

    2. The Aquino Administration has continuously engaged the MNLF through the GPH-MNLF-OIC Tripartite Review Process, since the Administration's start last July, 2010. The process has been moving with one (1) formal Tripartite meeting, two (2) Ad Hoc High-Level Group meetings, several informal technical meetings and consultations since the start of this Administration. In all these meetings, Nur Misuari personally attended and participated in the process that led to the GPH-MNLF’s 42 consensus points as inputs to the Legislative Agenda.

    3. The OIC-PCSP has already scheduled the convening of the 5th Meeting of the GPH-MNLF-OIC Tripartite Review on the Implementation of the 1996 FPA on Monday, 16 September 2013 in Yogyakarta, Indonesia. It is for this that the Chair of the OIC-PCSP, Indonesian Ambassador Hassan Kleib visited the country last week for top-level consultations with the GPH in Manila on 5 September 2013, and the MNLF groups in Davao City on 6 September 2013, in preparation for the meeting.

    4. The proposed completion of the Tripartite Review Process was thoroughly discussed and clearly understood by the OIC-PCSP as shown by the letter to the OIC Secretary General of Indonesian Foreign Minister Dr. Marty Natalegawa, which the Indonesian Ministry shared with us, which states that "the GPH conveyed its assurances that in the case of the closure of the Tripartite Implementation Review Process, GPH will continue to engage relevant parties of the MNLF, through existing mechanism, to find a just and comprehensive political solution for the issue of the Southern Philippines."

    5. On the development aspect, the Philippine Government has been engaging the MNLF under the PAMANA program that covered former MNLF bases that were transformed into Peace and Development Communities as beneficiaries, and provided assistance for community infrastructure needs.

    6. The ARMM Regional Government on the other hand, has likewise signed an agreement with the MNLF through ARMM-MNLF Cooperation for Peace and Development on 8 November 2012, which was personally witnessed by Nur Misuari. The MOA provides for delivery of development projects and programs to benefit their communities. More than 50 senior MNLF leaders signed a resolution of commitment on 1 September 2013, as partner of the regional government of the Autonomous Region in Muslim Mindanao (ARMM) to help alleviate the economic status and welfare of the MNLF communities through socio-economic projects in Mindanao and affirming their continued support to the 1996 FPA.

    Clearly, the armed group that staged these violent attacks in Zamboanga City had genuine peace farthest from their minds. The group's willful intent to misunderstand and misrepresent the real status of the peace process was very clear. We call on Chairman Misuari to rein in his followers, and listen to the clamor of the Bangsamoro people for the advancement of a comprehensive peace agreement and the implementation of the 1996 Final Peace Agreement, to which the Philippine government remains committed to achieve just and lasting peace in Mindanao.

    MNLF Response: MNLF REJECTS OPAPP's AGENDA FOR TALKS
    MNLF: Wala po kinalaman ang Genuine MNLF dyan sa mga nanggugulong armadong kalalakihan sa Zamboanga. Hindi po amin mga ordinary troublemakers na yan. Mga players ng False Flag Operation po ninyo ang mga yan. PLEASE lang po itigil nyo na yang stage play ninyo dyan sa Zamboanga kasi nahihirapan na ang Zamboanga at buong Mindanao sa walang tigil ninyong pag sira ng Bangsamoro Nation.

    Yan po statement ninyo na "Misuari's Group", yan po ay may kahulugan na sinasabi ninyo na may mga factions ang MNLF. Wala pong factions ang MNLF. Nakaka-bastos po yan sa amin. That is very undiplomatic. Kung sakaling mag retaliate po kami nyan in an equibvalent degree of disrespect, sasabihin po namin na CPP-NPA is a faction of the GPH.

    For your information po, ma'am, and for the information of the public, there is a One MNLF Doctrine which says "There is only ONE MNLF, one ideology of egalitarianism, one leader Bangsamoro President H.E. Nur P. Misuari, one objective of independence, and one peaceful means to achieve political ends". This is the test we use to determine if a person is Genuine MNLF or not. Everyone who does not adhere to this One MNLF doctrine are considered as Counterfeit MNLF.

    Ma'm Deles, panis na po yang hinihanin nyong agenda ng MNLF-GPH-OIC Talks kasi ang subject matter po na nilista ninyo ay ang tinatawag naming "matters of lesser value than independence". Wala pong Genuine MNLF na makipag-usap sa inyo sa mga usapin na yan. What matters for the Genuine MNLF now is the Mindanao Declaration of Independence (MiDI) - eto po ang pwede natin pag-usapan para maintindihan ninyo kung gaano ka peaceful ang methodology ng Mindanao Independence Movement (MIM).

    Ang makakausap nyo lang po nyan sa agenda na nilista niyo ay mga Counterfeit MNLF, yung mga usual na kausap ninyo. Ipag-patuloy nyo lang po yang corrupted na ginagawa ninyo. In the race of winning the hearts and minds of the people, the more the GPH becomes corrupt, the more the MIM becomes strong. Hindi po namin yan pipigilan yang tactics ninyo because your self-destruction works for our advantage.

    Regardingyang PAMANA Projects po, ituloy nyo lang po yan, pero klaro po tayo that MNLF will not dip its finger in that Pork Barrel Scam.

    CLARIFICATION ON PORK BARREL FUND (PAMANA PROJECT)
    THE GPH INTENDED FOR THE COUNTERFEIT MNLF

    On the first day of September 2013, we were able to intercept a list (refer to https://docs.google.com/file/d/0B8jm...dfdktFVms/edit ) of personalities who claim to be MNLF that GPH is partnering with in that Camp-to-Community (C2C) Pamana Projects. These personalities in the list are ALL Counterfeit (fake) MNLFs, they are not in the member list of the genuine MNLF, and it is sad to say that many of these are government employees and officers.

    The anomaly at hand is almost similar to the anomaly of Pork barrel being diverted to fake NGOs. If GPH really need to pay these personalities for some reason, we advise the GPH to help these personalities organize their own NGO and never use the name of MNLF in their begging scam.

    We are aware of the profile of the Pamana Project that it is a real estate (housing) development project. In this connection, everyone must be informed:

    (1) That MNLF don't have manned camps. MNLFs only use its camps as events venue for gatherings and training on basic marching. MNLF camps are not residential human settlements -- nobody lives in the MNLF camp. The MNLFs have their own respective houses in communities and villages outside the camps. Hence, there is no logic to justify a project that will move MNLFs from camps to communities.

    (2) That dole out housing, like Pamana Project, is not part of the implementation of the MNLF-GPH 1996 Final Peace Agreement. The 1996 FPA section 20a only says: "... There shall be a special socioeconomic, cultural and educational program to cater to MNLF forces not absorbed into the AFP, PNP and the SRSF to prepare them and their families for productive endeavors, provide for educational, technical skills and livelihood training and give them priority for hiring in development projects."

    To protect the integrity of the MNLF, we have to post this clarification that the Genuine MNLF was in a separate activity in that day of 1 September 2013, and that we have no official involvement in any talks, whether formal or informal, with regards to partnering with GPH in any Pork Barrel real estate projects such as Pamana and C2C.

    Prof. Dr. Nur P. Misuari and the genuine MNLF shall neither handle nor receive any Pork Barrel funds, nor endorse any beneficiary name, nor endorse a contractor, nor endorse any materials suppliers, nor be responsible in any misuse of Pork Barrel funds, nor accountable in any form of corruption in the implementation of such projects.

    Should the GPH implement their housing projects for the inclusive benefit of the people of Mindanao in general (which means the project is either not exclusive to the genuine MNLF or not acknowledged by the genuine MNLF), they should not publicize such project as part of GPH delivery of obligations listed in the MNLF-GPH 1996 FPA.

    Nevertheless, we would also reiterate that it is the guideline of the Mindanao Independence Movement (MIM) that we will forward our advocacy for independent Mindanao in a peaceful methodology, that is, without opposing nor hampering any GPH programs and projects in Mindanao. We bless the GPH in its good deeds in Mindanao, but also exhort it for counterfeiting the MNLF.

    Kinahanlan ni total war against sa MNLF to root them out once and for all kay peace talks obviously do not work with these guys. Sa Sri Lanka bitaw that is how they achieved peace after three decades of conflict.
