    Janet Napoles ‘consultant’ is really JLN director in SEC

    CEBU CITY—Janet Lim-Napoles had a consultant from Cebu who was linked to the Estradas before the pork barrel scandal erupted.
    Napoles hired Cheryl Jimenea earlier this year as her consultant, said Jimenea’s elder sister, Thelma Chiong. Jimenea is a former secretary of ex-President and now Manila Mayor Joseph Estrada.
    Chiong, of the Crusade Against Violence whose two daughters were kidnapped, raped and killed by heirs to some prominent families here in 1997, confirmed that her younger sister was a close friend of Napoles.
    “Janet Napoles recently hired her (Jimenea) as a consultant because they are friends. She (Jimenea) is called (by Napoles) only when she is needed,” Chiong said in an interview on radio dyLA.
    Chiong could not say, however, what exactly Jimenea did for Napoles.
    But according to the general information sheet of the Securities and Exchange Commission obtained by the Inquirer, Jimenea is an officer and director of JLN Corp. as of May 2013.

    Blaming Luy
    One of the whistle-blowers in the P10-billion pork barrel scam allegedly masterminded by Napoles claimed that Jimenea called her and the other presidents of bogus nongovernment organizations (NGOs) to a meeting at a restaurant in Trinoma, Quezon City, hours before Napoles surrendered to President Aquino last Wednesday night.
    The witness said Jimenea came to the meeting with a lawyer who told her and the other NGO presidents to blame the scam on Benhur Luy, the principal witness. Jimenea gave each of them P20,000, the witness said.
    Chiong defended her sister, saying that story was not true.
    Not all news reports are true and some are lies, she added.
    According to Chiong, Jimenea was a victim of envy by other people who worked for Napoles.
    “The people of Jimmy Napoles (husband of Napoles) envy Cheryl and they want to implicate her because she is close to Janet Napoles. They (Jimenea and Napoles) have been friends for a long time,” Chiong said.
    She said the reports implicating her sister in the pork barrel scam were unfair.
    “We are not afraid because Cheryl is not involved. The witness is lying. Other people only envied Cheryl, that’s why she is being implicated,” Chiong said.
    She claimed that Luy was just making accusations “because of his extortion activities.”
    Napoles claimed that Luy, through his lawyer, demanded P30 million in exchange for the dropping of the serious illegal detention suit he had brought against her.
    Luy, through his lawyer, denied Napoles’ accusation.
    Chiong said that when the pork barrel scandal erupted, Jimenea was in Cebu because their mother was sick.

    Worked for Estradas
    Chiong said Napoles knew former President and now Manila Mayor Joseph Estrada and his son, Sen. Jinggoy Estrada.
    She said Jimenea also worked in the office of Senator Estrada.
    “You know, rich people like to approach politicians so they (Napoles and Jimenea) became friends,” Chiong said.
    Napoles, who comes from Basilan, speaks Cebuano so she could talk with Jimenea, Chiong added.
    When Napoles learned that Jimenea had resigned and was no longer working for Senator Estrada, she hired Jimenea as a consultant earlier this year, Chiong said.
    Chiong said she met Napoles once or twice in Manila earlier this year when she accompanied her sister to a meeting with Napoles.
    “She is simple. She was wearing a T-shirt, [denim jeans] and rubber shoes,” she said.

    As illustrated by Atty. Raymond Fortun, Napoles is probably the mastermind and the most guilty. These senators, congressmen as well other cohorts from other gov't agrencies knew about this else Napoles' fake NGOs will not win in the biddings.


    Janet Napoles CANNOT become a state witness because SHE IS THE MOST GUILTY. She is most guilty because she had the most to gain from the pork barrel scandal.

    To illustrate:

    Let's assume there are 23 congressmen who dealt with Napoles. Assuming that each congressman turned over their entire Php70Million to Napoles's bogus NGO's, and the "deal" was that each congressman would get 70% (with Napoles getting 30%), each congressman would get Php49Million (70% of 70M). On the other hand, Napoles would stand to gain a grand total of Php483Million (30% of 70M x 23 congressmen). Do the math -- Php49M as against Php483M. Who benefited the most?

    In the concept of a grand conspiracy, it is highly unlikely that 23 congressmen from various districts all over the Philippines (including party lists) would get together and instruct Napoles to set up bogus NGO's so that they can all get 70% of their pork barrel allocation. Rather, it is easier to surmise that NAPOLES separately approached 23 congressmen, told them of her scheme to use bogus NGO's to extract the congressmen's pork barrel allocations under a 70-30 sharing arrangement. Under the latter scenario, it is NAPOLES who masterminded the entire scam, with the congressmen being the greedy and willing participants thereto. Suffice it to state that the mastermind CANNOT become a state witness; the mastermind is the MOST GUILTY.

    The simple answer jud ani is depende jud sa real story ani na issue.. if cya jud ang mastermind ani tanan then dli cya pwede ma state witness but if there's a twist to this story and mahulog na tao ra pud ni si napoles of someone bigger na mao jud ang mastermind, then napoles might be considered in becoming a state witness... so depende unsay mu unfold jud ani nga story, ug unsay isulti ni napoles, mga whistle blowers ug resulta sa mga investigation ron

    And COA is also grandstanding too.. They knew it for years giunsa pagmalmal ang PDAF, yet they only came out in the open when the situation is at its boiling point. Losl*s lang aning COA. In fact, daghang taga COA ang apil sa bahin ana...

    Aquino himself is grandstanding too (I guess the works of his Presidential Communications Group). It's a complete BS. They gave such importance to Napoles than that of the whistle blowers. Only in the PH that a President heads the convoy sending Napoles to Crame.

    Well as Madamme Miriam said, if Napoles implicates the main actors on this PDAF Scam, that would make her less guilty and maybe accepted as state witness. But I personally, I would want them all to rot in jail or commit HARA-KIRI..

    Most of Pnoy allies allegedly involved in the scam were quickly absolved by De Lima. It was then seen that this might be related to her pending confirmation through the Commission on Appointments as Justice Secretary.

    I heard over ABS-CBN interview with Miriam.. The same interview where he issued bold statements towards the Senators & Congressmen who were involved in the PDAF SCAM. Among the few of her lines and I quote "EAT BLANK (Sh!t), AND DIE..." And the famous, "COMMIT HARA KIRI, IN FRONT OF THE FILIPINO PEOPLE"... hehehehehe

    But that does not guarantee that Napoles will not be serving jail terms.. She would, though might be lessen if admitted as state witness in w/c I don't think it would happen. If napoles starts to sing, and Mar Roxas and the rest of the PNOY cohorts doesn't interfere with the proceedings, PNOY's allies would be among the stars.
