the problem is the lawmakers themselves are involved in the corruption.

Understanding the nature of corruption is really simple. It is just a natural consequence of power, and all men are prone to be corrupted at any point of their lives. In Government, Corruption is directly proportional to the amount of power it has, and the only way it can increase its power is for people to clamor for government to do something more for them.

It is hard to eliminate corruption because it is hard for people not to seek government aid. Therefore, it is not only bad people doing corruption, but as well as genuinely well intended leaders. In their belief that government is a tool to dispense charity for the needy masses, they unconsciously increased the fertile ground of corruption (by increasing government power) and provide more opportunities for others to do corruption or be corrupted, including the well intended leaders themselves (like Marcos).

Then, in the desperate hope of people to eliminate or reduce corruption at the same time keep the welfare government should provide them, we put regulations to implement transparency and honest governance to ensure proper utilization of tax coffers.... Question, are the regulators made of different biological material that they are impervious to the natural tendency of any man to succumb to corruption? Who will regulate the regulators? Who will regulate the people who regulate regulators? The question will be endless...

What is the solution? Very simple, limit power of government by reducing its functions and therefore reducing its size. But it will be hard for most of us not to seek government to aid us in our endeavors in life, and that is the reason why most people want to stay with this kind of system, because inspite of corruption, they themselves profited through government from the fruits of other citizens. Kill or replace all the lawmakers now, you will have the same corruption with the new ones just like George Orwell's Animal Farm.
