    okay I understand you bro. but ang gobyerno bah mismo ang nag kalot anang mga kanal? dba contractors? all they do is pass the papers later indicating project completed. You do know that dba?

    For the airport, it doesn't mean as long it's government structure you can compare it to other government structures-they have their own departments who will then "beg" for a budget but gets a coin instead of a paperbill. Their departments are the host for such project which they then solicit for budgets either from the annual national budget or if they want the project done ASAP bypassing the passed annual budget for that year they would solicit from congressmen, senate or the president to have a piece of their PDAF. After budget is provided for the project it would then be awarded to the "cheapest to dirt" contractors who won the bid.

    And yes, the departments are also hurt by budget cuts too. unplanned expenditures would certainly hurt their already bleeding budget. (that is then you will hear of the calamity fund getting released)

    In his petition, Cruz said the DOTC-BAC committed “some serious and glaring violations of the law,” citing in particular the agency's plan to hold one-on-one meetings with the seven bidders for the project.

    The seven bidders are MPIC-JGS Airport Consortium, AAA Airport Partners, Filinvest-CAI Consortium, First Philippine Airports, Premier Airport Group, GMR Infrastructure & Megawide Consortium and San Miguel & Incheon Consortium.

    "Petitioner is perplexed with the very unusual and seemingly illegal manner of scheduling a series of one-on-one meetings with known bidders on separate occasions by no less than the [BAC]," the petition read.

    Citing Republic Act No. 7118 or An Act Amending RA No. 6957, Authorizing the Financing, Construction, Operation and Maintenance of Infrastructure Projects by the Private Sector and its Implementing Rules and Regulations (IRR), Cruz said the law forbids one-on-one meetings with prequalified bidders.

    we can build the structure but the problem is if its the same people who's going to manage the airport wala gehapon nada. maayo nalang naa nay itukod nga lain terminal bisan pareha lang sa budget terminal sa changi airport nindot na kaayo. kay hastang batia na lang jud sa atong airport kasilyas nalang daan mas nindot pa cr sa sm ug ayala.
