is this a setup for an internet cafe?

there are several reasons that i can just guess (since you provide very limited information).

1. there is an error/misconfiguration in your network either in the physical connection (cables probably needs re-crimping)
or your ip address config (gateway and dns)
2. problem with switching and routing in your network
3. somebody is launching an arp poisoning/man in the middle attack in your local network (hehe, this is quite exciting
to do sometimes)
