are you sure it's still the same 1TB hdd you had before? he might have switched it with a defective hdd.
changing the enclosure does not make it "unallocated" or "undetectable". bring it back asap and make sure you
are there personally when he opens it up. be there watching until he fixes it. a lot of these "technicians" can't be trusted.

ahh... gotcha.
so it might already had some problems before you brought it there.
perhaps the "loose" power jack was zapping/shorting the hdd logic board w/ static electricity.
so the next step would be trying it on a different PC/Laptop and see if it gets detected there.
if it does, then your laptop might be having some mass storage software/driver issues.
or one of you usb ports is malfunctioning, try another port.
