When you have Global Call app on your smartphone and you are using via wifi signal it will not incur data usage. The connection depends on your mobile network and with a strong mobile network ( 3G,LTE,wifi) the app works fine

There's the matter of call quality which I found bad using viber. This Global Call and Skype is almost similar but Global Call has lower rates
