It is not because we can't build the ships nor it is not because hilig tag 2nd ships from other nations.
The reason ngano mao ni approach sa PN kay, we lack the technical skills sa weapons system integration and electronics for a warship. Yes we can build the hull and all the the parts of a ship but we cant make it into a military grade warship (destroyer, frigate or corvette types). Atong local shipbuilders kay wala nag specialize ug military grade ships or warships. Commercial ships man. Mao bitaw tong for a start ang na build ra sa Propmech kay si BRP Tagbanua (Landing Craft Utility) kay more or less RORO type ra mani nga barko which is anad na kaayo ta mo buhat.

Nahog ra nag maghimo tag barko of frigate type size pero ang armaments ky machine guns ra. Resulta, oversized gun boat.
So mas dali pa jud ang mag purchase tag warships from other nations.
Training platforms man sad ning duha ka frigates nato ron to prepare for our PN personnel for a newer ship in the future.
Ni palit man gane ang Bangladesh Navy aning Hamilton Class Cutter converted to frigate nga mas arang2 pa na sila ug navy kaysa nato.
