Regardless if they're foreigners or not there's a lot of these pricks that are doing it but chances are only a few are getting caught and they targeted foreigners because they can stitch them up with insane amount of bail but how many filipinos that do the same thing? Brothers raping their sisters or fathers raping their own daughters? I believe it's in every country not just in Philippines. Some people just can't help themselves.
