I think it would be better if the law is only applicable to drunk driving resulting to damage to property, physical injuries, and loss of life. The insertion in the law that authorizes police enforcers to stop drivers WHOM THEY BELIEVE (very subjective) is under the influence invites all sorts of corruption possible. Good intentions, wrong implementation.

    I agree,
    but how about the prevention,
lives are precious and once lost is irrecoverable.

That's what field sobriety tests and breathalyzers are for. If a police officer spots a vehicle moving awkwardly, that's enough cause for him to flag the driver down--it's an accident waiting to happen if he fails to do so. If for example, I make a report about a vehicle moving erratically, the police should be able to stop said vehicle and conduct an investigation.

Anyway, something should be done about speeding as well.

True. But I doubt that this is the best way of dealing with drunk driving. On one hand we are dealing with drunk drivers, on the other hand we are promoting corruption.

Judging a vehicle moving erratically can be so obvious and can also be so vague as it is subjectively perceived by different levels of analytical abilities of different enforcers. A heavy fine for damages or deaths resulting from drunk driving is a welcomed deterrent for such risky behavior. However, the idea that any enforcer can flag down any motorist on mere suspicion encourages corrupt practices. Drunk drivers are not the only bad guys.
