I am now trying to shift to the Engineering side of the EPC industry and am considering Fluor Daniels as a good company to start with. Does your company consider my past job experience even though my AutoCad skills is quite rusty as of the moment since it's been 4 years since I last graduated.

When you say, "as a good company to start with", do you mean you will eventually seek another company?
CAD skill is just but one of the preferred skill set. Your past job experience will surely be considered. Its SOP.
All you have to do is apply and prove that you are worth hiring.
