These are just excuses, imo. The question is why LLC can't attract businesses outside of the PEZA zones, when Cebu City can? I'll tell you a story.
You know the Korean investor who put up Imperial Palace? He was asked for P300M in exchange for business permits. I'll leave it up to you to figure out who issues business permits. Another Korean who is renting commercial space in our building told us she had to move from LLC because she was being harassed and asked P500,000 just for her small business.
Imagine the scale of corruption in LLC and how it is depriving the residents of decent employment. But I guess you can say they deserve it because they elected them. I just feel sorry for the smart voters who didn't vote for them. They will suffer from down the road as well..
