05-06-2013, Skills Campus, General Maxilom, Cebu City – DOLE Secretary Rosalinda Dimapilis-Baldoz visited Cebu May 6 this week, to help boost Philippine and Canadian government labor market supply and skills development partnership. Sec. Baldoz joined Canadian Ambassador, H.E. Christopher Thornley for the inauguration and symbolic ribbon cutting of the world class Canadian Welding Bureau Facility and The Hospitality Training Center located at Gen. Maxilom Ave., Cebu City, the first of its kind established outside Canada.
The1st Commencement Exercise of Primary Structures Educational Foundation Incorporated (PSEFI) with 115 graduates accredited by the Canadian Welding Bureau Program was also held on the same day.
In her message, Secretary Baldoz welcomed the development that the Canadian government put up a one of kind facility outside their country through CWD and PSEFI to train Filipino workers and equip them with skills to compete with the global labor market. She assured also the Canadian government that Philippines will continue to coordinate and supply the best quality manpower.
PSEFI is a training school accredited by Technical Education and Skills Development Authority (TESDA) and Philippine Council for NGO Certification. PSEFI in coordination with Canadian Consulate of Cebu has an existing partnership agreement with the Canadian Welding Bureau (CWD).
CWD is a not-for-profit certification and registration organization for companies involved in the welding of steel structures. CWD helped PSEFI designed facility and the training program offered by PSEFI according to Canadian standards. The courses offered by the training school aimed to close the gap between what the student learned after the formal education and what the construction industry requires. In the event, when there is work opportunity abroad, workers will not anymore go through another training to cope with the standards required.
There is a need for an estimate of 400,000 welders in Canada up to 2020, according to the CWD.
Labor unions from Canada were also present to assess the graduates for possible work opportunity in their country. Deployment for work, however, will have to undergo procedures set by POEA and the DOLE regarding overseas work.
The Department of Labor and Employment through DOLE Kabuhayan program is also ready to assist the graduates through job search assistance in the form of wage and self-employment and they can also avail of the DOLE Integrated Livelihood Program.
Also in attendance during said event were: Consul Robert Lee, TESDA Deputy Director General Teodoro C. Pascua, DOLE 7 Regional Director Chona M. Mantilla, PSEFI Director Paulette D. Liu, POEA Regional Office Head Evelia Durato, OWWA Regional Director Wilfreda L. Misterio.
