Food stalls is a great idea, but considering overhead costs, 20-25k might not be enough. But if you can find 5 more partners who would pitch in for the same amount, the overall amount of 100-125k might be enough to open one. Or franchise an existing business.
With 20-25k on sole proprietorship though, you can start with buy and sell biz of perfumes, accessories or even food (as in the case of meal suppliers of some offices here in Cebu). On a personal note, I've seen my friends start out the same way and they're doing just fine. One even has her own online cake business.
By the way, you may read Entrepreneur magazine for more inspiration. They have sound ideas on how to start a business in the Philippine setting, be it online or "physical" biz. I believe you can get a copy for about php125.
