    Both the programs of GMA and Pnoy are in line with the MDG ( Millennium Development Goals | UNDP ). but they followed different tacks. GMA focused on the infrastructure to solve the problems stated in the MDG while Pnoy focused on solving the social problems. Both of them have their reasons why they implement different solutions. Accordingly, infrastructure is very important in the development of our country. Good infrastructure will contribute to the inclusive growth and poverty reduction. It will support the performance of our country’s economic sectors as these affects the people’s health, education, housing and others. Good infrastructure like roads, bridges, dams, irrigation projects and the likes serves as stimulus for the development of a certain area. It will give easy access to the particular area and may reduce the production costs of its products and increase their yields. It could also generate job opportunities to the people. thats why GMA choose this way coz she believes that when the right infrastructures are already in place then development will follow and social issues will be solved eventually.

    Pnoy, choose to solve directly the social problems by putting budgets to education and social welfare. remember the conditional cash transfer and 4Ps. He believes that if the people will have the right education, the can be ready for the opportunities that will be brought by the good economy we have right now. However, if we dont have the right infrastructure, the opportunities will be limited in greater manila area and some well developed cities in the countryside only. rural areas will still be left behind. though with this approach, corruption is lesser unlike with infrastructure where projects are budgeted with huge contract price making it prone to corruption.

    so we cannot say that corruption is totally stopped during Pnoy's admin. its still there but its not so big, mao di kaayo nato mapansin. kay di man kaayo dako ang budgets in solving social problems unlike building infrastructures...
