Depende.

If you want a very fast development, use CMS like Wordpress or Drupal.

If you want more customized app and you have lots of time, use CodeIgniter for PHP coupled with JQuery.

I usually used vim to develop websites.

Choosing the framework to use still matter. If you have experienced working in different frameworks, that's the only time you can judge. For me, the best web framework I've experienced so far is Ruby on Rails.
