I love eating out and trying new dishes, but steaks roast beef are my fave. And my recommended places for that are Seas in Hilton, service was good and their plates are all hand picked by the mr o himself. I love their surf and turf. Casino E for the roast beef, price is very reasonable for a buffet roast beef dinner. Tried the wagyu beef at manny o's but wasn't too impressed, thought it was way too overpriced.
So far my picks for good food are
Olio- highly recommended oysters, the rockerfeller and the one with foie gras. Scallops are great and their sea bass with black truffle sauce is something you would come back for.
Wakamatsu- great eat all you can yakiniku, their kimchi rice goes well with their angus beef.
yumeyakihei- fresh sushi's and so far,no one can beat their beef tepanyaki
STK ta bai- my kids love it there! and since they are picky eaters, i take them there as much as i can.

just discovered their pizza with lots and lots of cheese.. or was it all cheese.. i forgot the name... it's not in their menu.. a friend just told us.. just had one last night... yum
thanks everyone for your posts and reviews!
i'm also an avid EATER. hehe i also wrote a few reviews of my own a few years back when we were still new here in Cebu. We tried a lot of restos that were suggested by friends... i paid back by sending out my own reviews to other friends who come over and visit. so 30lbs later, i'm now in love with Cebu food!
i will try the restos you guys wrote here that we haven't tried yet.. will put in some feedback from time to time too.

WINGNUTZ
With regard to their food, a must-try is of course, their chicken wings. Flavors that tickled my fancy are the sweet chili Thai, BBQ and Honey Garlic. For the spice-lovers, don't miss the buffalo wings (called Damn Hot!). Other delectable dishes are the Dry Ribs and Lumpia Rolls.
I also really like their French fries, particularly because of the tasty dip that's served with it. Ask for the Honey Garlic (or was it Chili Garlic) dip.
Margarita lovers converge here for the alco-slushies--a first in Cebu! Wingnutz also has very nice interiors-- a non-smoking first floor and a spacious and airy second floor that overlooks the entire Food and Entertainment Centre of Paseo-- and exteriors-- comfortable black couches to lounge in.
Yup, Wingnuts has great food and drinks. I'm always there by the bar. try their Calamares.. it really melts in your moouth! The buffalo chicken is really good.. I think it's the best buffalo chicken I've had in cebu.. the teriyaki is also good.. you should also try their alco-slushes.. I had so much to drink cause it was soo good!
... free wifi as well.. that's why I am working here right now with a glass of jack and a bottle of pilsen.. and an order of calamares..
