@tirong-say: Democracy doesn't excuse incompetence. It's not enough to go through the motions of democracy, the substance of democracy must exist as well. The will of the people should be assumed to be a better and more prosperous life. So a system that doesn't deliver a better life means the will of the voters has been corrupted and such country can never be considered a real democracy.

We are the only country that practices a plurality-rule electoral system, it's arguable if this can be considered democratic as we've never had a single President since Marcos who was elected by the majority of the population. Just to give you an example, if France practiced the same plurality-rule system, far-right pro-nazi Jean Marie Le Pen would now be the President of France. The reason no other country uses this system is because it's a defective system.

In democracy the will of the people supersedes.
I think it is the Filipino multitude's will to place Senator Sotto
in the senate and as I could remember it was since 1992 until now
accumulating 3 terms in office. In this scenario I could say that
his performance was satisfying to those who voted for him.

There are 24 senators and I think if they work as one as it should
be then, we could say, that they have the blessings of the majority.
The problem as I could see it is not the electoral system,
but it is self interest and too much politics.

It's quite embarrassing on his side
being the culprit in that plagiarism case.
Maybe he admired the speech so much opting to use it, but
it's not a case against the people of the Philippines who elected him.
There is no plunder or corruption involved.
His oratory prowess is on the line but not his credibility
in serving us earnestly the best that he could.
