@tirong-say: Democracy doesn't excuse incompetence. It's not enough to go through the motions of democracy, the substance of democracy must exist as well. The will of the people should be assumed to be a better and more prosperous life. So a system that doesn't deliver a better life means the will of the voters has been corrupted and such country can never be considered a real democracy.
We are the only country that practices a plurality-rule electoral system, it's arguable if this can be considered democratic as we've never had a single President since Marcos who was elected by the majority of the population. Just to give you an example, if France practiced the same plurality-rule system, far-right pro-nazi Jean Marie Le Pen would now be the President of France. The reason no other country uses this system is because it's a defective system.
