Yes sir, I'll suggest Singapore which is the nearest if you'll depart from Cebu it will take up to 4 or 3 hours i think. Actually i'm still 15* (EDIT LOL) and i travel by myself (Just took minor travel clearances for myself) and for the budget of 20k i think you'll be having minimum allowance in food for that xD.
About the lodging there are many Hotels that are cheap there you'll just have to find one yourself (There's some hotel near the Changi Airport that fits the budget though.) Travelling there is cheap you just need to have about 20 SGD for travelling it should last for 5 days.

Fragrance hotel,Capri Hotel etc.. reaserch lng. Mahug na 1,500k per night per person sa upat.

If you want a hostel then its more cheaper samot na if backpackers guest house tag 500p each.
