Tomas an incorporator of CIPC (marketing arm of SRP) whaaaaat?

ts i am no lawyer but what law has tomas violated on this? from what i understand CIPC is not really a wholy private entity but a joint venture of the city government and the private sector to market the SRP. being so, Tomas should be an incorporator being the mayor that time when the CIPC was formed. and im sure Tomas was given the authority by the city council then presided by mike rama.

i do not know though if CIPC is covered by the COA circular prohibiting government funds for NGO like the Sinulog Foundation.

how much ang na kwarta sa CIPC pag promote sa SRP? asa sila naka kwarta, through the City Government's budget for them or sa commission sa sale sa SRP? how is it an abuse of power kung incorporator siya? please educate me.
