    Ouano, Radaza, DPWH officials charged for graft

    The Office of the Ombudsman Visayas has indicted two city mayors and several ranking officials of the Department of Public Works and Highways on both criminal and administrative charges for corruption, dishonesty and grave misconduct after graft investigators found out that the controversial decorative lampposts and street lighting facilities were grossly overpriced.

    Acting deputy Ombudsman for the Visayas Virginia Palanca Santiago yesterday approved the recommendation of the three-member panel of graft investigators that conducted the fact-finding investigation to upgrade their inquiry into a formal criminal and administrative adjudication.

    The panel recommended that a formal investigation shall be conducted against Mandaue City Mayor Thadeo Ouano and Lapu-Lapu City Mayor Arturo Radaza for violation of Republic Act 3019 otherwise known as the Anti-Graft and Corrupt Practices Act.

    Aside from the two local chief executives, former DPWH regional director Gloria Dindin, regional director Roberto Lala, assistant regional director Marlina Alvizo, DPWH maintenance division officer-in-charge Pureza Fernandez and her assistant Cresencio Bagolor were also indicted.

    The other respondents are Mandaue City Engineer Hidelisa Latonio, Mario Gerolaga, Alfredo Sanchez, Roslaina Denque and Gregorio Omo all of the Mandaue City Engineering office. Also charged are Lapu-Lapu City Engineer Julito Cuizon and his assistant Fernando Tagaan, Jr.,and Rogelio Veloso.

    The members of the Bids and Awards Committee composed of lawyer Agustinito Hermoso, regional legal officer of DPWH Luis Galang, chief planning and design division Restituto Diano, chief administrative division Buenaventura Pajo, chief construction division and the technical working group, the suppliers Fabmik Construction and Development Corporation and Gampik Construction and Development Corporation were also included in the criminal case.

    The panel also recommended that the members of the bids and awards committee should be investigated for violations of the Republic Act 9184 otherwise known as the Government Procurement Act.

    The panel likewise recommended that all public officials involved in the overpriced transactions shall be immediately placed under preventive suspension while formal adjudication is being conducted.

    Santiago said that the case was already docketed and will be assigned to one of their graft investigators, who will conduct the formal investigation.

    Only P50,000 each

    According to the DPWH documents, the lampposts, while they differed in design and height, actually cost the same: P50,000 each. The price included the cost of transport, freight and handling and the customs duties from China, the port of origin, to its destination.

    Furthermore, import records submitted to the Ombudsman showed that each lamppost, sold to the DPWH by the two contractors at P50,000 each, actually only cost P1,400 each in China.

    The unit price escalated to as much as P350,000 after the DPWH, based on the programs of works submitted by the city governments of Mandaue and Lapu-Lapu, added into the per unit price the installation and other so-called “indirect” costs.

    Curiously, the cost for installing the same lampposts in Cebu City was at least three times lower than in Mandaue City considering that the same civil works were required in putting up the lampposts, according to the DPWH documents.

    7 times higher

    The cost to put up the lampposts in Mandaue City was seven times higher than that of Cebu City even if they required the same amount of civil works, according to a document prepared by the DPWH in Central Visayas.

    The unit cost of the electrical works for the apex-like lampposts installed in Cebu City was P8,500, the civil works, P5,500 and the indirect cost P19,250.

    By contrast, the unit cost of the dome-like lampposts installed in Mandaue City required P54,511 for electrical works, P61,353 for civil works and P58,630 for indirect costs.
